Research notes
SB 2902 (Relating to Renewable Energy; portable solar generation devices limited to condominiums, PUC online registration) passed the Senate 25-0 on 2026-03-10 (SD 2), was amended in House EEP (HD 1) and referred to CPC on 2026-03-19; no later action. Companion HB 2609 never got a hearing. The official 2026 session calendar sets adjournment sine die on May 8, 2026; Hawaii bills do not carry over past the even-year session, so both are dead. HD 1 carried a defective effective date (7/1/3000). Secondary claims that plug-in solar is 'legal under Hawaiian Electric rules' were NOT verified on any HECO/PUC page and are not relied on.

If you rent
Without a state law, you need two yeses: your landlord’s, and your utility’s. Start with the utility, because a landlord will ask whether it’s allowed. Ask these three questions and get the answers in writing:
- “Do you have an interconnection requirement for a plug-in solar device under 1,200 watts with a UL-listed inverter?”
- “If it never sends power back to the grid, does that change your answer?”
- “Can you send me that in writing, or point me to the tariff section?”

If you own your home
You have the same utility question as a renter, and one more option: a conventional rooftop or ground-mount system goes through your utility’s standard interconnection process instead. It costs more and takes longer, but the rules are written down.
